Dwelling was a site-specific, temporary art installation on view March - May 2019 at 350 N. Highland Ave, Atlanta, GA 30307. Now Dwelling 2019 continues by extending it's life as a Jane's Walk Contribution. Layered images are accessed for each stop in the tour by clicking the arrow to the right of each image and take advantage of the hyperlinks for further information.

Dwelling is an exploration of lost landscapes; a site-specific art installation with a digital interface that adds to a layered understanding of the history of Freedom Park. Dwelling offers a five stop, drawing based experience that follows the lines of history from the perspective of a changing landscape and the evolving palimpsest that remains, seeding our collective imaginations for what was, what is and what will be.

Dwelling’s digital interface, a web-based mobile application, combines visual and contextual references that immerse visitors more deeply into an understanding of place. Dwelling’s five stops are intended to be points of reflection within the art installation, organized around the time periods that point to significant changes to this land. Visitors are invited to follow the lines of history through a collection of visual references that account for these landscapes lost.

It is our hope that the questions that arise as you experience Dwelling awaken your curiosity. The drawing is intentionally abstract, however it is an accurate placement and alignment of buildings to scale, drawn true to their original locations. In many ways we want visitors to Dwelling to leave with more questions than answers, whetting your appetite to understand our shared environment more deeply, holding space for ongoing dialogue and discovery.

In 1981, President Jimmy Carter proposed locating his library within the land known as the Great Park. Design criteria for presidential libraries include siting the buildings near major roadways and public transportation. In 1982, newly-elected Mayor Andrew Young agreed to GDOT Commissioner Tom Moreland's plan to build a new federal highway around the Jimmy Carter Presidential Library. The proposed high-speed interstate highway included overpass bridges at North Highland, Moreland Avenue, and Goldsboro Park.

Neighborhood groups, including Druid Hills, Inman Park, Poncey-Highland, Candler Park and Lake Claire, joined forces to create C.A.U.T.I.O.N. (Citizens Against Unnecessary Thoroughfares in Older Neighborhoods) to fight the project on legal and political fronts, while Roadbusters organized nonviolent protests.

After 9 years of legal, political and civil actions, C.A.U.T.I.O.N., the City of Atlanta and GDOT entered court-ordered mediation to resolve the conflict resulting in a signed Settlement Agreement in 1992. A scaled down version of the roadway, known today as John Lewis Freedom Parkway, was agreed to as a low speed, at-grade road with no truck traffic. The remaining 200+ acres of land became Freedom Park. In preparation for the 1996 Olympic Games, a push was made to finalize the park design and implementation.

In 1997, C.A.U.T.I.O.N. became Freedom Park Conservancy, a nonprofit dedicated to the improvement and preservation of the park for a diverse public. Freedom Park was officially dedicated in 2000 and was designated as Atlanta’s Public Art Park by Atlanta City Council in 2007. Today, the Freedom Park Trail is a part of a network of PATH Foundation trails, connecting many important sites, including the Martin Luther King, Jr. National Historic Site, the Jimmy Carter Presidential Library and Museum.

This site marks the connecting point between Freedom Park and the BeltLine. When Freedom Park was established, the BeltLine was an abandoned industrial rail line. Now, the popularity of these routes and a new focus on connectivity are symbols of a changing Atlanta. These are examples of how the power of imagination and citizen action can literally move us to new places. With Dwelling, we honor this history and identity.

In the second half of the 20th century - as Atlanta's outward growth accelerated - the automobile dominated the landscape, generating substantial infrastructure investments and rapidly shifting power in a socially complex Atlanta. Community activism was ignited when a six-lane highway was proposed through this site.

The physical, social, and political landscapes across Atlanta changed dramatically due in large part to the imposition of infrastructures needed for automobiles. In addition, policies like Jim Crow laws, redlining, blockbusting, segregation, a new wave of race riots, and white flight fueled the social movements of the day. Much of Copenhill and Inman Park was re-zoned for industrial use and many homes were divided into multi-family dwellings.

Urban renewal prioritized new development and transportation infrastructure over historic preservation. Between 1960 and 1970, over 60,000 people left Atlanta because of urban renewal and infrastructure projects. The Georgia Department of Transportation (GDOT) began to draw up plans for freeways that would link the Stone Mountain Freeway with Downtown Atlanta and extend Georgia 400 south to I-675. This crisscross of elevated freeways had many Atlanta neighborhoods in its path – Fourth Ward, Inman Park, Candler Park, Druid Hills, Poncey-Highland, Virginia-Highland, Morningside, and Lake Claire. The entire neighborhood of Copenhill was essentially wiped off the map in preparation for these projects.

By the early 1970s neighborhoods organized to fight the roads and prevent further land clearing. In 1971 a judge suspended construction until an environmental impact study could be completed. The road protests gained the attention of then-Governor Jimmy Carter who in 1972 signed legislation to stop the road projects. Individual neighborhoods sought out and gained recognition on The National Register of Historic Places in hopes of preventing their further destruction.

Hundreds of families were displaced from the 219 acres of land cleared by the GDOT for the proposed freeway. This land, known informally as the Great Park, remained vacant and overgrown for the next decade while landscape architects, architects, and developers proposed aspirational designs for the land.

The residences facing North Highland Avenue were razed by GDOT, but their entry stoops remain. These stoops are known informally as the \"Stairs to Nowhere.\" From 1911 until the mid 1960's these stairs led to the front porches of family homes that sheltered the experiences of generations. The families who lived at 346, 350, 354, 358, 364, and 368 North Highland Avenue celebrated and mourned, laughed and cried, on this site.

In the 1960s and early 70s, over 600 family homes, churches, and businesses were demolished here and in Fourth Ward, Inman Park, Poncey-Highland and Candler Park to build two new major freeways, I-485 and the Stone Mountain Tollway. Most homes were purchased from the owners by GDOT but others were taken via eminent domain, evicting long time residents from the homes they owned.

The road projects were abandoned due to significant opposition from local neighborhood groups and the lands remained undeveloped through the 1970s, an empty reminder of what was. When plans to build a road were resurrected in the early 1980s, civic activist groups C.A.U.T.I.O.N., Inc (Citizens Against Unnecessary Thoroughfares in Older Neighborhoods) and the Roadbusters organized to protest proposed road construction in order to preserve this green space and protect the remaining neighborhoods.

By the turn of the century, a private streetcar system was established in Atlanta, facilitating a new approach to landscape design and residential development. The neighborhoods of Inman Park and Copenhill, where you are standing, were the first two \"Streetcar Suburbs\" in Atlanta.

Copenhill was annexed by the City of Atlanta in 1908 and by 1910 residential deed restrictions lapsed allowing for new development. Commercial businesses and apartment buildings, once restricted by zoning, were built in Inman Park and along North Highland Avenue in Copenhill. Nearby, Little 5 Points became a thriving commercial thoroughfare bisecting the once quiet residential neighborhoods.

Ongoing zoning changes enabled further commercial development in the neighborhoods while Jim Crow laws restricted who could ride the various streetcar lines, defining patterns of growth and access to resources, setting the scene for social change in the second half of the 20th century.

Street cars in Atlanta lasted until 1949 when the automobile became fully established making it easier to pursue the outward movement to suburban living prompting many to leave the city.

Nomadic tribes and eventually the Creek and Cherokee Nations were the early dwellers of this landscape. Their trails used for migration and trade followed the natural contours of the land which eventually became many of our modern day railways and roads, and later defined many of our early two lane highways.

Terminus formed in 1837 as a railroad junction and ten years later was re-christened Atlanta, a feminine homage to its founding Western & Atlantic Railroad. Railroads established Atlanta as a strategic hub for the transportation of supplies in the south, making it a prime target for the Union Army.

This site marks the prelude to the Battle of Atlanta. General Sherman’s headquarters for the battle was located in the Augustus Hurt house, within eye shot from this location where The Carter Center now stands. The Battle of Atlanta, as painted in the 18,000 square foot Cyclorama (newly opened at the Atlanta History Center), was a pivotal moment in the Civil War when the tide shifted in favor of the Union Army. Sherman and his troops won the battle which eventually led to the downfall of Atlanta and Sherman’s “March to the Sea” that ended the Civil War.

Post Civil War reconstruction attracted investments from the North and the South that brought even more railroad lines to Atlanta, forming “belts” of railways to expand the industrial base and bypass the population center of the city. By connecting the existing rail lines, goods could be easily moved around the city, thereby creating greater commerce and wealth and facilitating new forms of residential development outside the urban center.

","Freedom Park Conservancy","freedom-park-conservancy","

Freedom Park Conservancy is a 501(c)(3) nonprofit organization whose mission is to promote the improvement and preservation of the park for the benefit of a diverse public. Our vision is for Freedom Park to be Atlanta’s most innovative green space, celebrated for its inspiring origin and beauty.

FPC is a nonprofit organization and as such, we rely on public support in order to offer programs like Dwelling. If you are interested in supporting Freedom Park Conservancy and Dwelling, click here.

Dwelling is an initiative of the Conservancy to embrace the park's history and our place as an Atlanta Public Art Park. We encourage artists and collectives to reach out to us with new ideas on how to activate this public asset.

","About Dwelling","about-dwelling","

Dwelling was born from a seed of curiosity about the architectural remnants in Freedom Park. Abandoned stoops, foundations, and sidewalks invited us to reflect on the history of the park. These physical remains witnessed the condemnation of buildings, the seizure of property through eminent domain, and the demolition of over 600 structures to build the major freeways.

Using this palimpsest for orientation, Michael Page, a geospatial scientist with the Emory Center for Digital Scholarship, and artists Mark Wentzel and Robert Henry, reimagined a selection of the homes foundational footprints using low-VOC athletic field paint. Throughout the installation it will be documented by drone photography, capturing the changing image over time as grass grows and lines become worn.

A digital interface, by way of a web based app called Open Tour Builder developed by Emory’s Center for Digital Scholarship, provides the framework for delivery of historic content through visitors’ mobile devices, uniquely expanding the user experience at each of the 5 stops within the installation. Dwelling will explore the personal stories within the context of a larger, complex narrative of civic activism, political maneuvering, and urban planning. By redrawing demolished buildings in situ, we are recognizing their historic and cultural significance in the formation of Freedom Park and the City of Atlanta.

Dwelling will offer fresh narratives that bridge the past, present, and future of Freedom Park and the City of Atlanta in a moment of new planning and development, intending to open dialogue among a diverse audience.
